Its so much better when you don't have to remote desktop to a Domain Controller in order to carry out simple tasks such as managing users (and it can also be more secure when you delegate responsibility).
Download the following admin pack in order to add all the normal MMC snap ins to Windows XP.

In order to also be able to admin the Microsoft Exchange extensions to the schema, you will need to install the Exchange Management Tools from the Exchange installation media.
