Changing Windows Logon Wallpaper

Unfortunately the wallpaper you see at logon is not controlled by your settings - however, there is a simple way to change or remove the wall paper.

Edit the 'Wallpaper' registry key at HKEY USERS\ .DEFAULT\Control Panel\Desktop and remove the path to the image file. This should remove the wallpaper at next login.
